Harrison County owns and operates two jail facilities under the care, custody & control of the Sheriff. Upon completion of a new courthouse in 1963 the county opened a jail on the fourth floor of this courthouse. This 52-bed jail served the county from 1963 until 1993. In 1990 the Texas Department of Criminal Justice Prison systems began facing major overcrowding issues and were not able to accept prisoners from the county. This in turn, led to major overcrowding issues at the county. It was then, the county had no choice but to begin planning and construction of a larger jail. This led to the construction and completion of a new 96-bed jail that opened its doors in 1993, and became known as the Main Jail. The main and fourth floor jails in the courthouse were joined via an elevator and operated as one jail. This gave the county a maximum of a 150 inmate beds. The Main Jail is located at 110 South Franklin Street, Marshall, Texas 75670. It is on the South & Southwest corners of the Harrison County Courthouse and adjacent to the Sheriff’s Office. It served as Harrison County’s only jail until 2011, when overcrowding once again was quickly becoming an issue. In 2009 the Sheriff and County Judge began exploring options for expansion and eventually approved an additional jail. This jail is known as the Travis Street Annex facility and is located at 2200 East Travis, Marshall, Texas 75672. Travis Steet Annex facility, phase I was completed in 2011 and opened its doors. This jail gave the county an additional 200 beds for a total maximum capacity of 350 inmates. The Travis Street location was chosen because this location gave the county room for future growth & expansion as the needs arise. Eventually phase II and phase III will be built with each phase being an additional 200 inmate beds. This will give Harrison County a future maximum capacity of 750 inmate beds, which will secure the county's needs well into the future. The Main Jail continues to this day, to be the primary intake and processing facility for female & male inmates. The Travis Street Annex Jail is used as an overflow facility and houses only males.
