What is Indigent Healthcare?
Callahan County Indigent Health Care Program
The Callahan County Indigent Health Care Program follows the rules and procedures established by the Texas Department of State Health Services Handbook Policies to comply with the State law mandated by the First Called Special Session 69th legislature in 1985, which defined, assigned, identified, and established the County’s responsibility under the Indigent Health Care and Treatment Act.
Counties that are not fully served by a hospital district or a public hospital are responsible for administering an Indigent Health Care Program for the indigent residents of all or any portion of the county not served by a hospital district or public hospital. The Texas Department of State Health Services is required to develop policies and procedures for counties to use in determining eligibility based on the Temporary Assistance to Needy Families (TANF), and Medicaid programs.
The County program must provide basic health care as defined in Chapter 61 of the Health and Safety Code. All services must be medically necessary. Optional services may be provided at the discretion of the County with the Texas Department of State Health Services approval.
Eligibility Criteria
- Applicants must meet eligibility requirements in household composition, residency, income, and resources.
- Applicant's income may not exceed the minimum of 21% of the Federal Poverty Income Level.
- Applicants must provide all information and documentation necessary to determine eligibility.
- Applicants have the right to appeal an adverse decision.
- Certified eligible applicants will be required to utilize mandated medical and pharmacy providers.
- Callahan County will only accept and pay the standard payment rate as determined by the Texas Department of State Health Services Medicaid Fee Schedule or payment rates approved by the Callahan County Commissioners’ Court.
- Without a written Referral from a mandated provider, Callahan County has no obligation of financial responsibility for Non-Emergency Services or Prescription medication rendered to eligible residents by Non-Mandated Providers.
